Frame rate vs resolution: motion and detail are different problems
Decide whether a video needs more spatial detail, smoother motion or neither before changing export settings.
The short answer
Resolution controls spatial dimensions, while frame rate controls how many frames are shown each second. Upscaling 1080p to 4K does not make 30 fps motion become 60 fps, and frame interpolation does not add spatial detail. Preserve the source frame rate unless the destination or a deliberate creative choice requires a change.
Resolution changes the amount of spatial information
Higher dimensions provide more pixel positions for edges, text and texture. A larger output can fit a bigger display or delivery standard, but the visible improvement depends on source quality and viewing distance.
Frame rate changes the sampling of motion
Frame rate describes temporal samples per second. Higher rates can represent fast movement more smoothly when those frames were captured or carefully generated. Simply duplicating frames increases the number in the file without adding new motion information.
Frame interpolation introduces a different kind of estimation
Interpolation predicts in-between frames. It can reduce judder, but occlusion, fast cuts, particles and crossing objects can create warping or duplicated shapes. Review it separately from upscaling so you know which stage caused an artifact.
Change only the dimension that serves the destination
If the clip is too small but motion already looks right, upscale and keep its frame rate. If the dimensions are sufficient but motion is the problem, investigate capture cadence, shutter behavior or interpolation. Changing both at once increases file size and makes failures harder to trace.
