Verify that the source is actually 720p

A player label can describe the playback setting rather than the stored file. Inspect the file properties and confirm a 1280 × 720 frame. Also check whether the video is progressive or interlaced, because interlacing artifacts should be handled before resizing.

If the file has already passed through several apps, find the earliest export. Generation loss from repeated compression is often more damaging than the 720p dimensions themselves.
